Victorian Terrace Retrofit Programme

A 120-property retrofit programme across Victorian terraced housing stock, delivering average EPC improvements from band E to band C.

Birmingham, West MidlandsRetrofit Assessment, Retrofit Coordination & Design2025-09

The Challenge

A Midlands-based housing association needed to bring 120 Victorian terraced properties up to EPC band C as part of their stock improvement programme. The properties, built between 1880 and 1910, presented significant challenges: solid walls, single-glazed sash windows, and outdated gas heating systems. Many tenants were experiencing fuel poverty, with average energy bills exceeding national benchmarks by over 40 per cent.

The association required a PAS 2035-compliant approach that would satisfy their ECO4 funding obligations while minimising disruption to tenants.

Our Approach

Synavo was appointed as both Retrofit Assessor and Retrofit Coordinator for the programme.

Assessment Phase

Our assessors surveyed all 120 properties over a six-week period, capturing detailed data on building fabric, heating systems, ventilation, and occupancy patterns. Each property received a bespoke assessment report identifying the most suitable improvement measures.

Design & Coordination

Based on the assessment findings, we developed a Medium-Term Improvement Plan for the entire stock, grouping properties by archetype to achieve efficiencies in design and procurement. Detailed design specifications were produced for each measure, including internal wall insulation, draught-proofing, heating system upgrades, and mechanical ventilation.

We coordinated with three specialist installers, conducting weekly site meetings and carrying out quality inspections at key stages of each installation.

Tenant Engagement

We supported the association's tenant engagement programme, producing clear information materials explaining the works and expected benefits, and making ourselves available to answer technical questions from residents.

Results

  • Average EPC improvement: Band E to Band C (47-point average SAP score increase)
  • Energy cost savings: Estimated average annual saving of 680 GBP per household
  • Programme delivery: All 120 properties completed within 9 months
  • Compliance: 100% PAS 2035 compliant, accepted by ECO4 funding body without exception
  • Tenant satisfaction: 91% of tenants reported improved comfort following the works
  • Defect rate: Less than 2% of installations required remedial action post-completion
